Ed Hurley brings a wealth of public utility regulatory knowledge to Chico & Nunes, P.C. During more than thirteen years of service at the Illinois Commerce Commission (the "ICC"), Mr. Hurley served as the agency's Chairman, a Commissioner, and an Administrative Law Judge. As the ICC's Chairman, Mr. Hurley oversaw the work of nearly three hundred employees and a budget of $128 million. During his tenure at the ICC, Mr. Hurley was a decision-maker involved in resolving the most complex issues impacting Illinois businesses governed by the ICC, including the deregulation of the electric energy markets, the process for procurement of electricity by electric utilities, and mergers and acquisitions of telecommunications, electric, and natural gas utilities.

While at the ICC, Mr. Hurley also became involved in regulatory issues at a national level. Mr. Hurley was active in the National Association of Utility Commissioners, where he served on the Board of Directors as well as the Water Committee. In these roles, Mr. Hurley gained a national perspective regarding the regulatory requirements imposed upon utilities operating in newly competitive markets.

Immediately prior to joining Chico & Nunes, P.C., Mr. Hurley served as the Special Director of the Office of Emergency Energy Assistance for the State of Illinois. In this role, Mr. Hurley was responsible for the successful implementation of the "Keep Warm Illinois" and "Keep Cool Illinois" Campaigns that were driven by anticipated increases in the costs of natural gas and electricity. Mr. Hurley continues to be an active participant, as well as a guest speaker, at numerous conferences relating to issues impacting businesses that operate in regulated industries, including energy, telecommunications and investor-owned water systems.

Mr. Hurley began his legal career representing clients in litigation in private practice and as an Illinois Assistant Attorney General. These experiences provided Mr. Hurley the opportunity to advocate on behalf of his clients in federal court, as well as the Illinois Appellate and Circuit Courts. Mr. Hurley has handled trials to verdict, as well as all aspects of appeals in the Illinois courts.
