Allison M. Benway


Allison Benway joined Chico & Nunes, P.C. in July of 2008. She concentrates her practice on government affairs, representing government contractors and bidders as well as advising clients on government procurement and compliance regulations, laws, and policies at the local, state, and federal levels. 

Ms. Benway has extensive experience interpreting, negotiating, and drafting government contracts, subcontracts, joint venture agreements, and teaming agreements, and advises clients on government contract compliance, ethics requirements, and policies.  She also consults with bidders/proposers to identify prospective bidding opportunities and business development resources.

Ms. Benway has handled a variety of matters regarding the certification and participation of disadvantaged, women, and minority business enterprises (D/W/MBEs) in the government contracting process.  She has assisted clients in preparing D/W/MBEs certification applications, assessing certification eligibility, and drafting appeals of certification eligibility decisions.

Ms. Benway also counsels clients on compliance with campaign finance, lobbying, and ethics laws at the federal, state, and local levels.  She advises clients on ethics regulations at all levels of government, including lobbying disclosure statutes and rules. She also develops and implements internal compliance and training programs to ensure adherence to campaign finance, lobbying, procurement, and ethics laws and rules.

Previously, Ms. Benway served as Legal Counsel to the Illinois Governor from 2005 through 2008. In that position, she served as the Governor's Office Freedom of Information Act Officer, assisted with litigation brought against the Governor, and counseled the Governor on executive clemency petitions, state constitutional matters, and audit issues.

  •  Represented an international rental car company in government relations issues regarding operations at O'Hare and Midway International Airports.
  • Counseled a major waste management company regarding nationwide D/W/MBE compliance and Illinois law governing registration of State contractors.
  • Counseled a global communications, IT, and security solutions company in government relations issues.
